David Chafin

Chief Executive Officer

David Chafin is the Chief Executive Officer of IBR, where he has led the company’s growth from a single-person startup into a leading federal government contracting firm. Under his leadership, IBR has expanded to more than 325 full-time employees and delivers over $70 million annually in government contracts (2025). His commitment to people—both employees and customers—drives IBR’s culture of service excellence and mission-focused delivery across every engagement.

David holds a Bachelor of Science in Computer Science and a Bachelor of Science in Business Management from the University of Central Florida, as well as a Master of Science in Computer Science from the Florida Institute of Technology. Prior to founding IBR’s government contracting business in 2014, he spent a decade at Harris Corporation (now L3Harris), where he served primarily as a Solutions Architect supporting U.S. Census Bureau programs. He credits his success to the strong engineering foundation he developed through delivering complex, high-visibility projects, as well as the mentorship he received early in his career.

Outside of his professional responsibilities, David is deeply committed to his family and values the time he spends with his fiancé, children, extended family, and close-knit circle of longtime friends. He is an avid football fan, closely following both the University of Miami and the Miami Dolphins.
